Part of the fun of Hollywood is getting to watch a character that doesn’t have to follow the rules, who keeps their own code and works outside the law. Even those characters tasked with enforcing it tend to be loose cannons but, dammit, they get results. Say what you will about copaganda, but watching a responsible officer who adheres to the letter of the law would be boring as hell.
